قرّر المجلس الأعلى في دورته الثلاثين (الكويت ، ديسمبر 2009) تشكيل لجنة دائمة من وكلاء وزارات الإعلام والمؤسسات الإعلامية والأمانة العامة بهدف تخطيط وتنسيق التعاون المشترك في مجال الفضائيات والشباب . وقد عقدت اللجنة ثلاثة إجتماعات خلال عام 2010 ، ورفعت تقريرها إلى المجلس الوزاري في دورته التحضيرية للدورة الحادية والثلاثين للمجلس الأعلى.
