His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), emphasised the deep-rooted historical ties and strategic partnerships between the GCC states and India across various sectors, stating that both sides constantly strive to strengthen these partnerships.

Speaking at the Kochi Dialogue 2025, themed "India's Look West Policy in Action: People, Prosperity and Progress" today, Thursday, January 16, 2025, His Excellency the GCC Secretary General highlighted the event's significance in fostering cooperation between the India and the GCC. 

He described the dialogue as a real opportunity and valuable platform for exploring mutually beneficial areas of collaboration, facilitating exchange between policymakers, diplomats, researchers, thinkers, and public and private sector investors.

He stressed the crucial role of the strategic partnership between the GCC and India in key areas such as trade, energy, technology, and education, in achieving economic stability, regional prosperity, and collaborative efforts to address global economic challenges like climate change and food security. Moreover, His Excellency emphasised that joint GCC-India efforts will be fundamental to achieving sustainable economic and social development.

He further detailed the long-standing historical relationship between the Gulf and India, dating back centuries. He noted India's importance as a vital trading partner for the Gulf region since the 18th century, particularly in trade, culture, and education, with Bombay (now Mumbai) serving as a major economic hub for Gulf traders. 

His Excellency Mr Albudaiwi also acknowledged the strong human and cultural ties, and the contributions of prominent Gulf figures to educational and charitable institutions in India, further strengthening cultural bonds.

Looking ahead, His Excellency highlighted key areas for future focus, including collaboration in technology and innovation within the context of the Fourth Industrial Revolution. 

He underscored the importance of cooperation in artificial intelligence, fintech, and renewable energy for sustainable development. He also stressed the need to prioritise combating climate change and enhancing food security, advocating for the development of sustainable food supply chains and new technologies for water resource management.

He also addressed the ongoing free trade negotiations between the GCC and India, underscoring the importance of accelerating these talks to remove trade barriers, open new markets, and enhance cooperation in digital economies and industrial transformation.

On the economic front, he noted the significant growth in trade relations between the GCC and India in recent years. 

"Bilateral trade reached approximately $174.2 billion in 2022, representing about 11.3% of the GCC's total trade. GCC exports to India totaled around $90.8 billion, reflecting India's importance as a key trading partner," he highlighted.  

His Excellency also pointed out that Gulf investments in India have exceeded $5.72 billion, contributing significantly to economic development and growth in both regions, creating jobs and stimulating economic growth, making India a vital strategic partner for the GCC.

In conclusion, His Excellency Mr Albudaiwi expressed optimism about the future of GCC-India relations, emphasising that these ties, built on a long history of collaboration, are now focused on addressing global challenges requiring the highest levels of cooperation and harmony among nations.

​His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), welcomed the announcement of a ceasefire in Gaza on Wednesday, January 15, 2025.

His Excellency expressed his hope that this agreement would contribute to restoring security and peace in the Gaza Strip, ensuring the delivery of humanitarian aid to its residents, and facilitating the return of displaced persons to their homes. 

This follows 15 months of war waged by Israel against the Strip, resulting in the deaths of tens of thousands of civilians, the destruction of infrastructure—including hospitals, schools, and places of worship—and an unprecedented deterioration of the humanitarian situation.

Moreover, His Excellency praised the significant efforts undertaken by the State of Qatar, the Arab Republic of Egypt, and the United States of America, and their diligent work with all concerned parties to reach this agreement.

Furthermore, His Excellency reiterated the unwavering stance of the Cooperation Council states regarding the Palestinian cause and their support for the national rights of the Palestinian people, including the establishment of an independent Palestinian state within the June 4, 1967 borders, with East Jerusalem as its capital, and the guarantee of the rights of refugees.​

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), affirmed that the allocation of a Gulf dialogue session within the Asian Financial Forum 2025 in Hong Kong underscores the economic position of the GCC countries in regional and international forums.  

This statement came during HE the Secretary General’s speech at the Gulf dialogue session, which was held as part of the Asian Financial Forum 2025 sessions in Hong Kong on Tuesday (January 14, 2025), with the participation of the Secretary for Financial Services and the Treasury of the Hong Kong Special Administrative Region and a number of senior economic officials from the GCC countries.  

His Excellency stated that this session aims to highlight opportunities for enhancing joint cooperation between the GCC countries and the Hong Kong region, which share historical and economic ties. He emphasised that the Asian Financial Forum 2025 serves as an important platform that brings together thought leaders and decision-makers from around the world, representing a pioneering platform for exchanging knowledge and developing strategic partnerships in the realm of finance and business.  

Commenting on the occasion, HE the Secretary General said “The GCC countries hold a significant economic status globally, with the GDP of the GCC countries reaching approximately USD 2.1 trillion in 2023. It is projected that the GDP of the GCC will reach USD 6 trillion by 2050. The total sovereign financial assets in the GCC countries amounted to around USD 3.2 trillion, accounting for 33% of the total sovereign assets worldwide.”

He continued: “The GDP per capita is approximately USD 36,700. In terms of reserve assets, the foreign reserves of the GCC countries at the end of 2023 reached nearly USD 748 billion, achieving the fifth position globallyFurthermore, the market capitalisation of the Gulf financial markets in 2023 was approximately USD 4.4 trillion, while the total assets of commercial banks operating in the GCC amounted to about USD 3.2 trillion by the end of 2022. These figures reflect the economic strength of the GCC countries.”

Moreover, His Excellency highlighted that the GCC countries hold the top global ranking in crude oil reserves and production, and also lead in natural gas reserves, while ranking third globally in natural gas production. He underscored that the GCC's balanced policies have contributed to the stability of energy markets by providing secure and stable supplies of oil and gas to global markets.

Additionally, HE the Secretary General mentioned that the GCC's significant economic potential creates numerous opportunities for cooperation with Hong Kong, a leading Asian financial centre. 

"This collaboration reflects a shared vision to promote innovation and sustainability in financial and economic activities, as well as to develop trade, investment, fintech, education, and other vital sectors forming the basis of the future knowledge-based economy," he explained. 

Besides, His Excellency reviewed several joint Gulf projects, most notably the 2100-kilometer GCC railway project and the GCC electricity interconnection project. He stressed that these projects offer promising opportunities for the business and finance sectors to develop and invest, particularly in localising industries related to their construction, operation, and maintenance. 

He also confirmed the signing of an agreement to sell electricity to the Republic of Iraq, and the existence of plans to expand interconnection and electricity trade with numerous regional and international countries. He noted that the GCC also launched the Gulf Payments Company, enabling swift, instant, low-cost financial transfers in local GCC currencies and other currencies within a secure and stable environment. His Excellency stated that these and other projects form a strong foundation for enhancing cooperation between the GCC countries and Hong Kong in the future.

In closing, His Excellency reiterated that this dialogue session will provide a unique opportunity for productive discussions and strategic insights to strengthen ties between the GCC countries and Hong Kong. "It will also be an opportunity to showcase available opportunities and explore ways to enhance cooperation between both sides, serving mutual interests and promoting sustainable growth in the region, benefiting all parties and enhancing the Gulf region's standing on the global economic stage," he concluded.​

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), stated that the Cooperation Council is keen to participate in the Asian Financial Forum 2025, which offers numerous opportunities for discussing financial issues and global economic challenges, as well as presenting solutions and finding initiatives and ​ideas that will contribute to revitalising economies in the region.

This was during his participation in the opening session of the Asian Financial Forum 2025 on Monday (January 13, 2025) in Hong Kong, with the presence of a number of ministers, senior officials, policy-makers, investors and businessmen from over 50 countries, in the period from January 13 to 14, 2025.

HE the Secretary General stated that the General Secretariat’s participation of the Council in this forum comes from its keenness to know about the latest developments in the regional and global financial scene, which can be beneficial for developing and enhancing the financial sector, and which positively reflects on their economies.

He added that for the first time, the forum will witness a special panel discussion session dealing with the GCC states on January 14, 2025, which will be jointly organised by the General Secretariat of the Cooperation Council, the Hong Kong Monetary Authority the Hong Kong Treasury and the Hong Kong Trade Development Council.

His Excellency stated that this joint session comes within the continued efforts of the Cooperation Council member states and Hong Kong to cooperate and strengthen financial and economic ties in areas of investment and trade between the two sides.

​His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), emphasised the GCC countries' commitment to supporting Syria on all fronts, with priority given to improving the living and humanitarian conditions of the Syrian people. 


He highlighted the provision of relief and developmental support to Syria to meet the basic needs of the Syrian people, facilitating the return of displaced persons and refugees to their homes, and supporting the return of political and security stability, economic recovery and development, stressing that necessary steps are to be laid out to achieve this and to mobilise humanitarian and developmental support for Syria.

This was stated during HE the Secretary General’s participation in the Riyadh meeting on Syria hosted by the Kingdom of Saudi Arabia on  Sunday (January 12, 2025) in the Saudi capital, Riyadh. The meeting was attended by several ministers of foreign affairs from GCC, Arab and Western countries, as well as representatives of international organisations.

At the start of his speech, the HE Secretary General extended his sincere gratitude and appreciation to the Kingdom of Saudi Arabia for hosting this meeting, welcoming His Excellency Asaad Al Shibani, the Minister of Foreign Affairs of the Syrian Arab Republic, and his accompanying delegation. His Excellency expressed his great pleasure at their presence at this important meeting, which reflects the joint commitment to supporting Syria and its people during this transitional and sensitive phase. He also offered his greetings and appreciation to the entire Syrian people, wishing them safety, security, stability and prosperity.

In his speech, HE the Secretary General addressed the developments in the Syrian Arab Republic, noting to the steadfast positions of the GCC countries and their continuous keenness to ensure Syria's sovereignty, territorial integrity and political independence, underlining that the convening of the 46th extraordinary session of the GCC Ministerial Council on December 26, 2024, in the State of Kuwait, discussed developments in Syria and affirmed the council's fixed positions towards supporting Syria and its people. 

“This includes the importance of respecting the sovereignty of the Syrian Arab Republic, its independence, and territorial unity, rejecting foreign interventions in its internal affairs, countering terrorism and chaos, fighting extremism and incitement, respecting diversity without offending others' beliefs, and supporting all efforts to achieve a comprehensive and inclusive transitional process that fulfils the aspirations of the Syrian people for stability, development and a dignified life,” His Excellency said. 

Elaborating further on this matter, HE the Secretary General stated: “It was emphasised that Syria's security and stability are fundamental pillars of regional security. The meeting welcomed steps taken to ensure civilian safety, bloodshed prevention, national reconciliation, the preservation of Syrian state institutions and resources, and the resolution for disbanding militias and armed factions, limiting arms to state control. These are considered mainstays for preserving security and stability in Syria and reinstating its regional role and international standing.”

His Excellency also explained that the meeting welcomed the UN Secretary General's call to establish a UN mission to assist and oversee Syria's transitional process, underscoring the adherence to the principles of the UN Charter, including state sovereignty, non-interference in internal affairs, good neighbourliness, and peaceful dispute resolution, in order to maintain regional and international peace and security. 

HE the Secretary General also stated that emphasis was made during the meeting on the statement issued by the Arab Ministerial Contact Committee on Syria on December 14, 2024, in Aqaba, supporting UN efforts to help the Syrian people accomplish a political process led by Syrians, caring for refugees and displaced persons, and working on their voluntary and safe return to their homes according to international standards. 

“The repeated Israeli attacks on the friendly Syrian Arab Republic were condemned, including the occupation of the buffer zone on the Syrian border, a gross violation of Syrian sovereignty and the disengagement agreement of 1974. The international community's responsibility to halt these aggressions on Syrian territories and demand Israel's withdrawal from all occupied Syrian lands were underscored. It was also reaffirmed that the Golan Heights is Syrian Arab land and the denunciation of Israeli occupation decisions to expand settlements in the occupied Golan, a severe violation of the UN Charter, principles of international law and relevant Security Council resolutions,” His Excellency said, mentioning that the meeting also stressed the lifting of sanctions against Syria, enabling it economically, along with urging all partners and concerned organisations to provide all means of support to the Syrian people.

Moreover, HE the Secretary General also noted that the GCC member states reached several decisions at the 46th extraordinary Ministerial Council meeting significantly contributing to supporting the Syrian brothers on all levels. He summarised these decisions, mentioning that the first involved tasking a GCC delegation, including His Excellency Mr Abdullah Al Yahya, Minister of Foreign Affairs of Kuwait, and the Secretary General of the GCC, to visit the Syrian Arab Republic. 

He elaborated: “This delegation met with the leadership of the new Syrian administration and conveyed a message of the GCC’s support and solidarity with Syria and its people during this critical phase, affirming the content of the press statement issued by this extraordinary meeting towards Syria and its people. The second outcome of the 46th extraordinary session of the Ministerial Council is that the General Secretariat, in coordination with member countries, works on aligning GCC positions to support the Syrian brothers across several axes, including political, security, relief, economic and developmental aspects, with ongoing monitoring to achieve the desired results.”

“The third result involves the General Secretariat, in collaboration with the member countries, preparing and planning to hold an international donors' conference in coordination with the UN and the Arab League as soon as possible, rallying international efforts to support Syria's reconstruction and development phase. This conference would invite influential countries in the Syrian affair and all concerned parties to extend support and assistance to Syria in building the future the Syrian people deserve. The fourth result pertains to holding a meeting of the GCC Assistance Coordination Committee to discuss coordinating member countries' efforts in providing necessary assistance to support the Syrian people, aiming to provide needed support to alleviate the suffering of those affected, contributing to improving Syrians' living conditions, and providing assistance reflecting the GCC countries’ commitment to their responsibility towards their Syrian brothers,” His Excellency added.

HE the Secretary General reasserted that the time has come for the Syrian Arab Republic and the Syrian people to enjoy the long-awaited safety and stability, and for Syria to regain its rightful place in the heart of the regional and international communities, proud, enriched with its ancient culture, pioneering knowledge and distinctive Syrian history, which has always been and will remain a source of pride for the nation. 

He emphasised that it is incumbent upon us as Syria's partners in this critical phase to be its support, aiding its resurgence and reclaiming its standing through reinforced cooperation on all fronts, political, economic and social, contributing to building a better future for the Syrian people and the entire region.

In conclusion of his speech, His Excellency congratulated His Excellency President Joseph Aoun on winning the presidential elections in the brotherly Republic of Lebanon and gaining the confidence of the Parliament, wishing him success and prosperity for the brotherly Lebanese people, and reiterating the GCC's support for Lebanon's sovereignty, security, stability and territorial unity, as well as comprehensive reforms that enhance overcoming its crises and prevent Lebanon from becoming a launch point for activities threatening the region, stressing that commitment to Security Council resolutions and the Taif Agreement to ensure Lebanon's stability and sovereignty was also called for. 

Simultaneously, HE the Secretary General condemned the continuous Israeli attacks on Lebanese territories and their humanitarian impact, highlighting the importance of supporting the Lebanese army and security forces, and urged the international community to intensify efforts to provide humanitarian aid to Lebanon, while he also commended the role of Lebanon's partners and the assistance provided by GCC countries and friendly nations to alleviate the suffering of the brotherly Lebanese people.​

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC) received His Excellency Mr Charles Kingston, the Ambassador of New Zealand to the Kingdom of Saudi Arabia, on Thursday ​, January 9, 2025, at the General Secretariat's headquarters in Riyadh.

At the beginning of the meeting, His Excellency the GCC Secretary General congratulated the Ambassador on his appointment as New Zealand's Ambassador to Saudi Arabia, wishing him success in his duties. 

They also discussed a number of topics of mutual interest, most notably the progress of negotiations for the free trade agreement between the GCC countries, updates on the joint action plan (2025–2028) between the two sides, and exchanged views on several regional and international issues.​

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), praised the efforts of personnel in the Military Affairs and Security Affairs sectors to enhance the path of joint military and security work in the Gulf region.

This came during his meeting with members of the sector separately, on Thursday, January 9, 2025, at the General Secretariat's headquarters in Riyadh.

At the beginning of the meeting, His Excellency emphasised that joint military and security work in the Gulf represents an important aspect of the blessed journey and must be strengthened through coordination with member states to achieve broader horizons of military and security integration.

He also expressed his hope that during these meetings, the personnel from both sectors would put in more efforts and closely follow up on all files and decisions related to military and security matters, in order to unify the efforts of member states in these areas, which will contribute to enhancing security and safety in their countries.​

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), and Her Excellency Barbara Leaf, Assistant Secretary of State for Near Eastern Affairs, held a telephone conversation on Thursday, January 9, 2025, to discuss support for regional stability and security.

During the call, His Excellency the Secretary General affirmed the GCC's support for all efforts aimed at achieving stability, prosperity, and security in regional and international issues, particularly the situation in Gaza.  He stressed the necessity of halting Israeli occupation forces' violations and resolving the crisis in accordance with international and UN resolutions.

Meanwhile, both sides reviewed regional and international efforts aimed at restoring the unity, sovereignty, and security of Syria.  His Excellency the GCC Secretary General highlighted the GCC's support for all efforts to achieve a comprehensive and inclusive transitional process that brings stability, development, and security to the Syrian people.

Regarding Lebanon, both sides welcomed the election of a new president and expressed hope that this positive step would contribute to Lebanon's stability and security, leading to prosperity and development for the Lebanese people.

The call also included an exchange of views on the latest regional developments and a discussion of ways to enhance cooperation between the GCC and the United States.

His Excellency Mr Jasem Mohammed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), affirmed that the annual honouring ceremony is held to celebrate retirees in recognition of their contributions and positive impacts, as well as to commend the work teams for their diligent efforts in promoting the blessed achievements of the joint Gulf cooperation process and their success in attaining new Gulf accomplishments.

This statement was made during the annual honouring ceremony for retirees and several work teams that completed their tasks during the year 2024, which took place on Thursday (January 9, 2025), at the headquarters of the GCC General Secretariat in Riyadh, in the attendance of Assistant Secretaries General, sector heads, general managers, department directors and employees of the General Secretariat.

At the outset of his speech, HE the Secretary General indicated that the directives of Their Majesties and Highnesses, the leaders of the GCC states, consistently emphasise the importance of honouring those who have dedicated their efforts and contributions to the advancement of the blessed joint Gulf cooperation, noting that the idea of the honouring ceremony is inspired by these esteemed directives.

His Excellency expressed his gratitude and appreciation to several work teams that were formed last year and successfully completed their tasks, including the signing of several Free Trade Agreements between the GCC and various countries worldwide. He commended the role of the Free Trade Agreements Administration team, whose successful collaboration and coordination with member states contributed significantly to the progress of these agreements, underscoring that this success enhances the pioneering role and economic stature of the GCC states. 

Furthermore, HE the Secretary General highlighted the substantial efforts of the GCC Pavilion team accompanying the 45th GCC Summit held in the State of Kuwait, the team responsible for the Gulf Weeks events hosted by the State of Kuwait concurrently with the summit, and the GCC Pavilion team at the 16th Conference of the Parties to the United Nations Framework Convention on Climate Change held in Riyadh in December. 

“These teams effectively showcased the blessed journey of the GCC, achieving remarkable attendance and extensive media coverage. The recognition of these teams today acknowledges their efforts and roles in preparing, organising, and executing these accomplishments and events, thereby fulfilling the objectives for which these teams were established,” His Excellency commented. 

Moreover, HE the Secretary General extended his profound gratitude and appreciation to all sectors, offices, centres, and internal and external institutions within the General Secretariat for their commendable efforts and contributions to raising the standard of performance and achieving the desired goals. He expressed hope that this recognition serves as a support and incentive for all employees of the General Secretariat, reiterating his commitment to maintaining this positive approach and looking forward to holding the same ceremony next year to honour a variety of teams.

In a related context, His Excellency honoured several retirees from the General Secretariat of the GCC. During this occasion, he remarked that this recognition is not merely an opportunity to express deep gratitude and appreciation for the efforts of the retirees, but also a confirmation that their contributions will remain a present and guiding light in the journey of the General Secretariat. 

He further said on the occasion: “They have been, and continue to be, an integral part of this blessed process, with their impacts evident in every achievement we have realised. We offer them our highest expressions of loyalty, appreciation and gratitude for dedicating years of their lives to serving the General Secretariat of the GCC with sincerity and devotion.”

Meanwhile, HE the Secretary General announced the launch of the “Wafaa” programme, designed to extend the close relationship between the General Secretariat and retirees, with the aim of honouring retirees and celebrate their efforts and distinguished professional history, which has positively impacted the work of the General Secretariat. The programme also seeks to enhance their quality of life by providing programmes that enrich their lives post-retirement, maintain open channels of communication to benefit from their valuable experiences in the non-profit sector, reinforce their sense of belonging and affirm that retirees are an indispensable part of the General Secretariat’s ecosystem, and to continue offering special benefits for General Secretariat employees in all fields.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), congratulated the brotherly Lebanese people on the election of General Joseph Aoun as President of the Lebanese Republic by Parliament, extending his best wishes to His Excellency on this confidence.

Moreover, His Excellency expressed his hope that the election of General Aoun as President would contribute to restoring security and peace in Lebanon and achieving the aspirations of the Lebanese people for stability, prosperity, and development.

He also expressed his hope that during the presidency of Joseph Aoun, the historical relations between the GCC and Lebanon would be strengthened, emphasising the positions stated in the final statement issued by the Supreme Council during its 45th session regarding the GCC's steadfast support for the brotherly Lebanese people, its ongoing support for Lebanon's sovereignty, security, and stability, and for the Lebanese Armed Forces that protect its borders. 

The statement also stressed the importance of implementing United Nations Security Council Resolution 1701 to restore lasting security and stability in Lebanon and to ensure respect for its territorial integrity, political independence, and sovereignty within its internationally recognised borders, and to enable the Lebanese government to exercise control over all Lebanese territories, in accordance with relevant Security Council resolutions and the Taif Agreement.
