في الاجتماع الثامن لأصحاب السمو والمعالي وزراء الداخليـة بدول المجلس (الرياض ، أكتوبر 1989) تم اتخاذ القـرارات التالية :
( أ ) عدم إسقاط سجل أية مركبة في أية دولة من دول المجلس بدون تقديم ملكية السيارة الأصلية وشهادة براءة الذمة ولوحات المركبة.
( ب) يجب أن يتضمن كشف أرقام السيارات المسقطة في أي من دول المجلس رقم اللوحة وأوصاف المركبة كاملة حسب شهادة أو دفتر الملكية.
( ج ) توحيد شهادات براءة الذمة المعمول بها في الدول الأعضاء وذلك حسب النموذج المرفق.
